The job of a security fence is not to make crossing impossible but to slow it down and make sure it is noticed.
Perimeter security is not a single product but a set of layers. The lower layer physically closes the crossing and the upper layer makes climbing difficult; unless the two are installed together the fence remains no more than a boundary marker.
On industrial sites the weakest point of the line is usually not the material but the gap between the ground and the fence. On sloping land we close that gap either by casting a concrete kerb beam or by stepping the fence so that it follows the ground.
